changes in hydrogen energy industry subsidies
After the National Development and Reform Commission once again "named"
hydrogen energy and will coordinate the overall planning of hydrogen energy
development layout, the Ministry of Industry and Information Technology is
working with other ministries and commissions to prepare and study new subsidy
policies for fuel cells.
Important news in the hydrogen energy industry has been coming one after
another recently.
After the National Development and Reform Commission once again named
hydrogen energy and will coordinate the overall planning of hydrogen energy
development, the Ministry of Industry and Information Technology is working with
other ministries and commissions to prepare and study new subsidy policies for
fuel cells.
It is understood that the relevant subsidy idea is not to supplement the
OEMs as before, but to consider subsidizing manufacturers that produce core
components. In particular, companies with core technologies will receive
stronger policy support.
Yangtze River Delta and Pearl River Delta
Hydrogen energy support policies account for nearly 60%
Hydrogen energy is a policy-led industry, and policies play an important
guiding role in industrial development.
Public information shows that in the first half of this year, the central
government issued more than 10 policy documents related to hydrogen energy, and
more than 20 cities announced local policies related to hydrogen energy.
By province, Guangdong and Jiangsu have issued significantly more policies
than other regions. The number of provincial policies in the Yangtze River Delta
and Pearl River Delta regions accounts for nearly 60% of the total number of
local policies.
From the central level, in March this year, the "Notice on Further
Improving Fiscal Subsidy Policies for the Promotion and Application of New
Energy Vehicles" jointly issued by the Ministry of Finance and four other
ministries and commissions mentioned that after the implementation of the
three-month policy transition period, fuel oil will be announced separately.
Subsidy policy for battery cars and new energy buses.
With the end of the buffer period for new energy vehicles, expectations for
the announcement of new policies are also increasing.
It is understood that companies with core technologies (manufacturers that
produce core components) may receive stronger subsidy policy support in the
future.
Researchers from Huatai Securities believe that performance improvement and
cost reduction are the keys to the industrialization of hydrogen fuel cell
vehicles, while technological progress in lithium-ion batteries and localization
are important development paths. At present, fuel cell stacks have basically
been domestically produced, and the localization of auxiliary systems is
accelerating. Weichai Power (controlled by Ballard), Hanbell Precision
Machinery, Snowman and other companies are all suppliers of fuel cell systems
and core components that are expected to achieve import substitution.
Investment in the hydrogen energy industry exceeded 100 billion yuan in the
first half of the year
Since the beginning of this year, investment events in the hydrogen energy
industry have continued to surge. In the first half of the year alone, the
maximum investment amount for a single project reached 10 billion yuan, and the
total amount of the hydrogen energy industry exceeded 100 billion yuan.
The Hydrogen Cloud Chain report shows that compared with 2018, the
investment amount and number of projects in the hydrogen energy industry have
increased significantly this year. Among them, Guangdong has the largest number
of investment projects; Zhejiang has the largest investment amount; among the
five major domestic hydrogen energy industry clusters, the Yangtze River Delta
and the Pearl River Delta have maintained a leading position in the number and
amount of investment projects.
Ouyang Xun, chairman of Hydrogen Power, said in an interview with a
reporter from the Shanghai Stock Exchange that from an overall perspective, the
current policies are very beneficial to the development of the hydrogen energy
industry, and future investment will focus on hydrogen production and hydrogen
refueling stations. For example, some hydrogen production capacity needs to be
purified to meet the requirements of fuel cells. At the same time, the number of
hydrogen refueling stations is not very large yet, and they must be promoted. In
addition, manufacturers of core components such as electric stacks will also
become investment targets.
Many places are increasing their use of new energy and nuclear power to
produce hydrogen, which is also expected to spur the creation of a trillion-yuan
industry in lithium-ion batteries.
The first domestic wind power hydrogen production industrial application
project appeared in Zhangjiakou, Hebei Province. According to reports, in March
this year, the project has completed the entire structure and decoration of the
wind power hydrogen production project. All hydrogen production equipment has
been installed and 95% of the hydrogen production system pipelines have been
completed. The next step will be to install lithium The ion battery manufacturer
is ready for debugging. Up to now, the project has completed investment of 650
million yuan.
Meng Wei, spokesperson of the National Development and Reform Commission,
said on July 16 that it will actively promote the transformation and development
of wind power and photovoltaic power generation, support various entities in
investing and building energy storage systems in accordance with market-oriented
principles, and make overall plans for the development of hydrogen energy. At
present, Jilin, Inner Mongolia, Qinghai, Sichuan, Ningxia and other provinces
and regions have also planned to use wind power and other renewable energy
sources to produce hydrogen.
