The program would also be authorized to spend $60 million per year from 2020 to 2024, while directing the DOE to develop cost targets and strategic plans for energy storage, as well as testing and validation of related technologies through grid acceleration at U.S. national laboratories. Finally, the Best Energy Storage Technology (BEST) Act also requires the coordination and alignment of research efforts to deliver commercially viable energy storage systems, involving the U.S. Department of Energy, U.S. national laboratories, relevant federal agencies and end users. Collins also expressed support for another bill introduced by Senator Tina Smith and Representative Sean Casten. Although both men are Democrats, the bill once again enjoys bipartisan support in the United States. A statement issued by Tina Smith stated that the "Advancing Grid Energy Storage Act of 2019" will promote the research and development of cutting-edge energy storage technologies to increase the energy storage capacity of the U.S. grid and expand the use of clean energy.
