　　On January 16th, the official website of the Standards Committee reported that in order to improve the safety level of lithium-ion batteries in consumer electronic products such as mobile phones, laptops, tablets, and "power banks", and better protect consumers' personal health and safety, the Standards Committee recently released a standard announcement titled "Safety Requirements for Lithium ion Batteries and Battery Packs for Portable Electronic Products" (GB 31241-2014), and published the full text of the standard in the mandatory standard disclosure column. This standard will be implemented from August 1, 2015.

　　This standard mainly specifies the requirements and testing methods for electrical safety, environmental safety, and mechanical safety of lithium-ion battery cells and battery packs under normal use, reasonable and foreseeable misuse and abuse conditions. According to the testing indicators, the testing items for battery packs not only include conventional general safety requirements (safety working parameters, identification requirements, warning instructions, durability), but also include more than 30 tests such as battery pack environmental testing, battery pack electrical safety testing, battery pack protection circuit safety testing requirements, and system protection circuit safety requirements.

　　This standard fully references and draws on mature testing methods from relevant international and foreign standards (UN, IEC, UL, etc.), and has revised and improved testing methods such as heat abuse test, overcharging test, drop test, etc. It has added new testing requirements such as protection circuit test, high-temperature use test, material flame retardant requirements, etc. Among them, innovative content such as heat abuse test and protection circuit test has been adopted by relevant international standards.

　　The introduction of this standard will be of great significance for improving the safety of lithium-ion battery products themselves, as well as related products such as "power banks" with lithium-ion batteries as key components.
