　　In order to strengthen the management of the lithium-ion battery industry, guide industrial transformation and upgrading, vigorously cultivate strategic emerging industries, and promote the healthy development of the lithium-ion battery industry, in accordance with relevant national laws, regulations, and industrial policies, and based on the principles of optimizing layout, regulating order, ensuring quality, safety management, promoting innovation, and providing classified guidance, this specification is formulated.

　　1、 Industrial layout and project establishment

　　(1) Enterprises and projects in the lithium-ion battery industry should comply with national laws and regulations on resource development and utilization, environmental protection, and energy conservation management, as well as national industrial policies and relevant industrial development plans and layout requirements. They should also comply with local land use overall planning, urban overall planning, environmental function zoning, and environmental protection planning requirements.

　　(2) Lithium ion battery industry projects shall not be constructed in areas where the construction of industrial enterprises is prohibited by laws and regulations, such as basic farmland protection areas, nature reserves, drinking water source protection areas, ecological function protection areas, etc., as determined by national laws and regulations, rules and plans, or approved by people's governments at or above the provincial level. Existing enterprises in the above-mentioned areas should gradually relocate out.

　　(3) Strictly control new projects in the lithium-ion battery industry that simply expand production capacity and have low technological levels. For newly built and expanded projects that are necessary to promote technological innovation, improve product quality, and reduce production costs, the industry regulatory department shall strengthen the organization and demonstration in accordance with relevant regulations.

　　2、 Production scale and process technology

　　(1) Enterprises should meet the following conditions: be registered and established within the territory of the People's Republic of China in accordance with the law, and have independent legal personality; Capable of independent production, sales, and service of lithium-ion battery industry related products; Having the qualification of a high-tech enterprise or an independent research and development institution or technology center at or above the provincial level; The main products have technical invention patents.

　　(2) Enterprises should meet the following scale requirements:

　　The annual production capacity of batteries shall not be less than 100 million watt hours;

　　The annual production capacity of positive electrode materials shall not be less than 2000 tons;

　　The annual production capacity of negative electrode materials shall not be less than 2000 tons;

　　The annual production capacity of the diaphragm shall not be less than 20 million square meters;

　　The annual production capacity of electrolyte shall not be less than 2000 tons, and the electrolyte production capacity shall not be less than 500 tons.
