  Undertake the new mission of driving the transformation and upgrading of the automobile industry

  Since their debut, new energy vehicles have been given preferential policies, including exemption from purchase tax and considerable government subsidies, which have become important reasons for many car owners to switch to new vehicles. At the same time, relying on the development of new energy vehicles to achieve transcendence also carries the hope for the future of our country's automobile industry.

  Although our country has high production and sales of mobile phones and computers, we are not the first to lead them. Electric vehicles are different. This time, my country is the first to successfully introduce large-scale civilian high-tech consumer products in the world. Ouyang Minggao, director of the State Key Laboratory of Automotive Safety and Energy Conservation at Tsinghua University and academician of the Chinese Academy of Sciences, took batteries as an example and said that in 2017, my country accounted for seven of the top ten CR2032 battery manufacturers in the world and supplied products to the world.

  Charging is difficult, CR2032 battery life is short, and how to reassure consumers about technical issues

  But technical roadblocks still lie ahead.

  It only takes 5 minutes to refuel a gasoline car, but you have to wait at least 15 minutes to charge the CR2032 battery. This is the reason why Li Daokui, a professor at the School of Economics and Management at Tsinghua University, has a wait-and-see attitude towards new energy vehicles.   Just as hesitant as Li Daokui was Zhang Xinyu. Zhang Xinyu, who lives in Daxing District, Beijing, works for a large foreign company in Guomao, Chaoyang District. He commutes nearly 60 kilometers every day, making a car a necessity. A new energy vehicle can only travel more than 200 kilometers on a single full charge, which means it must be charged every two or three days. However, the parking spaces in our community are temporarily rented and fixed charging piles cannot be installed, and the company's charging parking spaces are always full. This forced Zhang Xinyu to be cruel and rent a second-hand car from a friend at a high cost.

  Huang Danhua, former deputy director of the State-owned Assets Supervision and Administration Commission of the State Council, listed one by one the charging difficulties she had discovered in previous surveys: the total number of charging facilities is insufficient and the utilization rate is low; the construction of charging piles involves many links and is difficult to coordinate; the interconnection of information and data The level is not high enough, and payment and settlement interconnection among operators has not yet been realized.

  The limited cruising range and difficulty in charging have become the most practical problems that trouble users. If this shortcoming is not resolved, it will be difficult for new energy vehicles to truly reach users, even if there are concepts of environmental protection, energy saving, and high technology to support the scene. Whether the industry can develop and expand is ultimately decided by consumers. If consumers don’t buy it or pay for it, no matter how good the technology is, it will be useless. Li Daokui said.

  These issues have also attracted the attention of relevant departments. In terms of core technologies such as batteries, Huang Wei, Vice Minister of the Ministry of Science and Technology, said that research and development efforts will be further strengthened in the future, and support will be increased for research and development activities in individual technologies and vehicle technologies. Regarding charging piles and other related supporting facilities, Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, said that it is necessary to give full play to the role of inter-ministerial joint meetings, strengthen inter-departmental collaboration, and strive to solve prominent issues such as the difficulty of charging piles entering communities and local protection. These measures have also given consumers reassurance from the policy level.

  The turning point has come, the key is where to turn

  According to policy regulations, financial subsidies, which are highly valued by consumers and car companies, will be completely canceled in 2020. Now that subsidies have begun to gradually decrease, Wang Chuanfu judged that it is not an exaggeration to say that this year is the turning point for new energy vehicles in my country. The question is where to turn? What to do with new energy vehicles after weaning?

  After fiscal subsidies are completely withdrawn in 2020, the annual market sales of new energy vehicles may increase by more than 50% annually from now to drop to 40%. Will this ‘hump’ be too steep? Su Bo, the former deputy minister of the Ministry of Industry and Information Technology, has concerns about this.

  After the subsidy policy is withdrawn, the market may fall off a cliff. It is recommended to speed up the introduction of continuation policies for the use link to offset the impact of the subsidy policy withdrawal. Fang Aiqing, former Vice Minister of the Ministry of Commerce, suggested that innovative consumer-side policies should be the focus to promote the healthy development of the industry.

  In response to this issue, Vice Minister of Finance Liu Wei said that the subsidy policy will continue to adhere to the policy orientation of supporting the superior and the strong with relevant departments, adjust and improve subsidy technical standards, and allow companies a transition period.   However, the gradual removal of government subsidies does not seem to have affected the enthusiasm of some places to develop new energy vehicles. Data shows that the disclosed production capacity of new energy vehicles exceeds 20 million units, which is 10 times the national plan to reach the target of 2 million units in 2020.
