The latest news shows that the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, and the Ministry of Transport will join forces to solve the stubborn problems in the development of new energy vehicles from technical standards to subsidy policies. At the "2016 Beijing New Energy Vehicle Development Forum" held by this newspaper recently, Zhang Zhiyong, a senior commentator in the automotive industry, also said that standardization from the source of research and development is the best way to achieve the sustainable development of new energy vehicles in the future.
Battery attenuation needs to be clarified
Data shows that my country's new energy vehicle sales last year were 330,000 units, up 3.4 times year-on-year. However, compared with the quantitative high sales, the battery, as a core component of new energy vehicles, is not clear in terms of safety, life and attenuation.
Li Dong, director of the Equipment Industry Department of the Ministry of Industry and Information Technology, said that from the perspective of the entire life cycle of new energy vehicles, safety issues involve all aspects of the entire cycle, including the manufacturing, storage, transportation, use, maintenance, scrapping, recycling and disassembly of batteries and complete vehicles.
It is understood that among the new energy vehicles on sale in China, with the current technical level, the battery life of new energy vehicles is only 3-5 years. At the same time, consumers' daily use and frequent use of fast charging will cause battery degradation. Data shows that when the battery capacity of a new energy vehicle decays to less than 70%, the battery needs to be replaced. For a new energy vehicle, the battery cost accounts for more than 40% of the total cost of the vehicle. For a new energy vehicle priced at about 100,000 yuan, the price of replacing the battery is nearly 50,000 yuan.
Zhang Zhiyong believes that many car companies are not clear about the service life and decay cycle of the batteries of their models, which shows that car companies are not confident in battery technology. Car companies and battery manufacturers must work together to solve and extend the battery life and replacement cycle in order to dispel consumers' concerns in the promotion of new energy vehicles.
Significantly improve the technical threshold
In the view of Yan Jinghui, a senior expert in the automobile market, the preferential policy of subsidies is effective in cultivating the primary market of new energy vehicles, but companies that implement this policy for a long time are prone to dependence, lack the motivation and pressure for technology development and product upgrades, and the industry is prone to low-level blind expansion. Compared with subsidies for vehicle models, using subsidies to encourage battery production companies to invest more resources in product research and development and innovation can not only reduce the research and development costs of batteries, but also prevent some companies from over-reliance on policies and fraudulent subsidies.
In fact, in response to the problems highlighted in the use of new energy vehicle batteries, relevant national departments will strictly regulate the access standards for new energy vehicles and regulate the production and access of new energy vehicles from the source. Previously, the Ministry of Industry and Information Technology has revised and completed the "Access Rules for New Energy Vehicle Production Companies and Products". The Ministry of Finance stated that it will cooperate with the Ministry of Industry and Information Technology to improve the fiscal subsidy policy and subsidy standards on the basis of raising the technical threshold, achieve a basic balance in making up for the cost difference and promoting technological innovation, improve the regulatory system, and establish a market-oriented development mechanism.
Yan Jinghui said that the policy leaning towards production companies will help domestic production companies to further achieve breakthroughs in technology research and development, so that new energy vehicles can get rid of technology dependence while increasing sales and supply better products to the market.
Resolving battery safety anxiety
It is worth noting that although the sales of new energy vehicles have soared, the market has always questioned their safety, not only because of mileage anxiety, but also because consumers generally have anxiety about battery safety.
In recent years, new energy vehicles represented by Tesla have frequently experienced spontaneous combustion accidents, which has attracted attention in the industry. Wang Changqian, general manager of Beijing Chengxinda Automobile, said at the "2016 Beijing New Energy Vehicle Development Forum" that the lack of a safety foundation will put the development of new energy vehicles in trouble. Only by vigorously supporting the core component suppliers of new energy vehicles and helping them increase their technical investment can the progress of new energy vehicle batteries be accelerated at the technical level.
In fact, the state has begun to support and formulate assessment standards for core technologies of new energy vehicles such as batteries and motors. According to the "Standard Conditions for the Automobile Power Battery Industry" announced by the Ministry of Industry and Information Technology, the state will notify automobile battery companies that meet the standard conditions. Whether or not a company can enter the "catalog" determines whether new energy vehicles using this battery can enjoy relevant preferential and subsidy policies. In the current market environment driven by policies, failure to obtain subsidies means loss of competitiveness. It is revealed that the state is working on formulating the entry and exit mechanism of the catalog. The company's entry into the "Automotive Power Battery Industry Standard Conditions" catalog does not mean that it can sit back and relax.
According to the plan, the state's evaluation method for power lithium-ion battery companies will gradually change. It will no longer be the traditional method of sending samples to laboratories for testing, but will be through dynamic management methods. Products in the market will be sampled and tested irregularly, and then a comprehensive evaluation will be conducted. In addition, the state will also focus on cultivating 3-5 power lithium-ion battery companies that have passed the catalog to compete for the right to speak in the global market.
In this regard, Yan Jinghui believes that the relevant departments will reconsider the subsidy method and supervision mechanism for new energy vehicles, which will undoubtedly plug the safety loopholes of new energy vehicles and prevent adverse effects caused by safety issues.
