  my country's power battery industry is in a critical stage of transition from the period of technological catch-up to the period of synchronous development. With the support of relevant national policies, it is necessary to further achieve disruptive technological breakthroughs and collaborative innovation. The theme forum on the morning of the 21st examined the development of the entire lithium resource industry chain from the perspective of the entire life cycle. Based on the breakthrough of core technology, develop the lithium battery industry and highlight the green development characteristics of the lithium battery industry; cultivate Chinese and even world-class lithium resources, materials and power battery companies, and support the sustainable development of electric vehicles through technological breakthroughs and cost reduction of lithium ion battery cells 18650.

  On June 21, 2017, at the 18th China Qinghai Green Development Investment and Trade Fair Lithium Industry International Summit Forum, Wu Zhixin, deputy director of the China Automotive Technology Research Center, delivered a keynote speech on "Development Trends and Suggestions of the New Energy Vehicle Industry". His point of view is mainly that the current domestic new energy vehicle development environment is getting better and better, my country's new energy vehicle technology route has been very clear, the marketization process of new energy vehicles has accelerated, and there are still some problems in the industrialization of power lithium ion battery cells 18650.   Leaders, experts, colleagues, and friends, I am very happy to participate in such a forum. It should be said that in the rapid development of electric vehicles in the past few years, many peers in the industry are more concerned about the development of lithium ion battery cells 18650. In addition to the development of battery technology itself, everyone is more concerned about our lithium resources and other precious metal materials, cobalt, nickel, etc., whether they can support the long-term and sustainable development of our new energy vehicle strategic industry. This forum is very good. I am very grateful to the organizing committee for inviting me to come to the meeting to learn and share some of my feelings and some basic situations with you.

  Talk about five aspects:

  First, the overall situation now, it should be said that the development environment of electric vehicles and new energy vehicles is becoming more and more perfect and better.

  Second, our technical route is very clear.

  Third, introduce the acceleration of the marketization process of new energy vehicles.

  Fourth, combined with some basic situations of the industrialization of power lithium ion battery cells 18650, including the understanding of the industry.

  Finally, a brief summary.

  In the past few years, the Chinese government has introduced policies to encourage electric vehicles and new energy vehicles that are rare in the world. Whether it is the strength of financial support or all-round policies, it can be said that it has reached the forefront of the world. The reason why our electric vehicles developed very fast in the early stage, as Professor Ouyang just said, was that our country, from the central government to the regional government, attached great importance to the sustainable development of new industries and how to achieve our automobile power route. Under the pressure of various aspects, the relevant ministries and commissions have continuously introduced many policies suitable for the development of new energy vehicles, from macro-comprehensive policies, industrial revitalization plans, including plans for strategic emerging industries, etc.

  In terms of industry management, it involves some regulatory conditions for the management of the automotive power battery industry, technical policies for the recycling of power lithium ion battery cells 18650, etc. In terms of promotion and application, there are also many related policies, including the first round of demonstration and continued promotion and application. There is also an industrial plan for new energy vehicles issued by the State Council, which also includes tax incentives in all aspects. In terms of science and technology policy, it has been four "five-year plans" since the "15th Five-Year Plan", which has given great support to the technological innovation of new energy vehicles and also driven investment in science and technology.

  As we all know, the development of electric vehicles depends on infrastructure. my country started relatively late in infrastructure compared to electric vehicles. For a period of time, there were situations where there were cars but no charging piles, and cars could not be charged. With the active efforts of relevant state ministries and commissions, infrastructure-related policies, including infrastructure construction, and our future electricity price policies for electric vehicles are very comprehensive. Although these policies still have some shortcomings and need to be further improved, I personally believe that these policies have played a very good role. On this basis, our country became the world's largest producer and owner of new energy vehicles by 2016, which has caused a great impact worldwide.

  Secondly, the construction of charging infrastructure has been very strong in the past two years. The central government's subsidy policy and support policy have given a lot of preferential treatment to the charging infrastructure of new energy vehicles, and a lot of funds have been invested in research and development. The private sector, including some large state-owned companies and some private institutions, have actively invested in the construction of charging station infrastructure. The number of our charging piles has grown very fast, and the ratio of cars to piles has basically reached 4:1. At present, the charging infrastructure cannot fully meet the needs of vehicles. In addition, the distribution of vehicles is relatively scattered, so it is still difficult to achieve the scientific layout of charging infrastructure. There are also some situations where there are charging piles but no cars to charge, and there are cars that cannot find charging piles. In the future, as the number of electric vehicles continues to increase, these unbalanced conditions will be significantly improved with the progress of marketization.

  Since September 2015, under the leadership of the Ministry of Industry and Information Technology and the China Society of Automotive Engineers, we have organized nearly a thousand experts from across the country to conduct detailed research on the industrial technology route based on the "Made in China 2025" for our country's energy-saving and new energy vehicles. It took more than a year. In October 2016, the "Technology Roadmap" was officially released, which gave very clear technical route positioning and phased goal setting for pure electric, plug-in, and fuel cell vehicles of new energy vehicles. There are clear plans for the ownership and production of new energy vehicles in my country in 2020, 2025, and 2030, as well as the level and nodes of technology improvement, which is very exciting. We plan to reach a production capacity of 2 million units and a stock of 5 million units in 2020. We believe that with the support of relatively stable and increasingly scientific policies and the active efforts of the entire industry, this goal will definitely be achieved and there will be significant breakthroughs.

  Even if the production capacity is only 2 million, including the stock of 5 million, the production and sales of new energy vehicles will account for 7%-10% of our total automobile production and sales. In 2016, new energy vehicles accounted for 1.81%, and we hope that it will account for 7% to 10% by 2020. By 2025, it will account for 15%-20%. In 2025, the total automobile production is expected to reach about 35 million units. If it accounts for 20%, there will be more than 7 million new energy vehicles that year. By 2030, we hope that the production and sales of new energy vehicles will account for 40%-50% of the total automobile production and sales that year, that is, in 2030, the production of new energy vehicles will reach about 16-20 million units. At this stage, my country's new energy vehicles will truly become a strategic industry and a pillar industry.

  The development of electric vehicles is inseparable from lithium ion battery cells 18650. There are two demands for lithium ion battery cells 18650. On the one hand, safe lithium ion battery cells 18650 with high specific energy, and on the other hand, lithium ion battery cells 18650 with relatively low prices. There are corresponding descriptions here. We hope that our system will reach 260 watt-hours/kg in 2020, 280 watt-hours/kg in 2025, and 350 watt-hours/kg in 2030. Of course, everyone has different understandings of the indicators of industrialization. We hope that the system specific energy will reach 350 watt-hours/kg in 2030, and the cost will decrease year by year. The ultimate goal can be reduced to about 70 cents/kg. What is the concept? It is the same as our current lead-acid lithium ion battery cells 18650. I believe that if this goal is achieved, our electric vehicles will have very strong advantages in competing with traditional internal combustion engine vehicles. To achieve such a goal, it is still important to have resources, and more importantly, battery technology.

  The rapid development of new energy vehicles in our country in recent years has had a great impact on the international community. Many countries have also begun to formulate their own development plans for new energy vehicles. Many companies are also awakening and have formulated some development plans for new energy vehicles in the future. This also brings us some pressure. In the near future, our national new energy automobile enterprises will face strong competition from multinational companies.

  In terms of industrial development, our complete vehicles have formed four major industrial clusters in the Yangtze River Delta, Pearl River Delta, Southwest China, and Beijing-Tianjin-Hebei region. Driven by national policies, the past management of automobile and sedan vehicle access has been broken through. Some of them are the transformation of a department or a branch of a complete vehicle enterprise, and most of them are Internet companies that were not in the automotive industry or companies that were not in the automotive industry before, entering the ranks of new energy vehicle and sedan vehicle production. This has brought a lot of vitality to the traditional automotive industry. I hope that more new entrants can bring many new highlights to the development of new energy vehicles.

  In terms of the overall market, it has experienced very rapid development in the past few years, but the total volume is still very insignificant compared to the total volume of the automotive industry. Some experts and leaders are more optimistic and believe that it has reached the turning point of entering the market-oriented introduction period, but I personally believe that at this stage, it is still a goal achieved under the guidance and influence of policies, rather than a percentage achieved under a complete market system. Therefore, I also hope that the government's tangible hands will give electric vehicles more impetus.

  In the battery industry, the overall production capacity of lithium battery companies may have exceeded the current demand for cars, but the supply of truly good battery companies is still in short supply. The so-called overcapacity is a structural overcapacity, or an overcapacity in a certain period of time. For the current rapidly developing new energy vehicle industry, this staged overcapacity may not be enough in the future, so we may need to look at such an overcapacity with some dialectical views.

  There should be many breakthroughs in positive electrode materials, negative electrode materials, and electrolytes. Some of our lithium battery production materials can not only be used by ourselves, but also exported to or provided to some foreign companies. Our electrolytes should also have made a lot of progress, which I will not elaborate on here. We want to position this industry, including the understanding of the industry. I think there is no need to say more. It is a strategic emerging industry and a long-term one. It has given more missions to new energy vehicles in our country, not only environmental protection, not only the adjustment of energy structure and energy saving, but also the greater dream of our Chinese automobile power is placed on the breakthrough of such a new energy automobile industry. Through a process of technological change, we have changed from a major automobile country to a follower of technology to a member of the automobile power.

  Let's make a summary.

  First, we believe that our country's new energy vehicle market is developing rapidly, but it is still not a market economy in the full sense. The government's push still plays a very important role, so in the next few years, we still need strong support from the government in all aspects.

  Second, the rapid development of our country's new energy vehicle industry and the government's determination should have caused a great shock internationally. Multinational companies should be said to have awakened. In the short window period, we must lay a solid foundation for the competitiveness of technology and industry, otherwise we will face huge pressure and challenges.

  For example, during the past "15th Five-Year Plan", when we first started to plan our country's "863" major projects with Professor Ouyang Minggao and Minister Wan, we often held some seminars. After some multinational companies, especially German companies came over, their strategy was to use small cars and diesel engines to respond to the future social needs of environmental protection, energy saving, etc., and they were not optimistic about electric vehicles. However, after the "emissions scandal" of Volkswagen, as environmental requirements continue to rise, Volkswagen and Audi suffered huge losses in the United States, and its brand has also been greatly affected in the world. Now Volkswagen and many German companies that are not particularly interested in pure electric vehicles have changed their thinking. In the past, the German government's support for new energy vehicles and electric vehicles was limited to the construction of charging station infrastructure and scientific research platforms. In the process of marketization, there was almost no direct fiscal and tax subsidies for vehicle sales. Now Chancellor Merkel has also learned from China and has begun to provide direct fiscal and tax subsidies to the government for the purchase of electric vehicles. Governments of various countries and major multinational companies have begun to wake up. Many companies regard China's future very large new energy vehicle market as their main battlefield. Products, including the cooperation between Volkswagen and JAC, are all in new energy vehicles. So at this stage, our national industry must make up its mind to lay a solid "muscle" so that when the real marketization era comes, it can protect the Chinese market and occupy the international market.

  Third, the competition in the future new energy vehicle industry must be the competition of the industrial chain, and power lithium ion battery cells 18650 are the top priority. Just now, the leader said that "lithium" can travel all over the world, and the most important thing in power lithium ion battery cells 18650 is resources, namely lithium resources. If we can effectively utilize lithium resources, we will control the key points of the power battery industry and the lifeblood of electric vehicles. Can we realize such a strategic emerging industry? The key lies in lithium ion battery cells 18650 and materials.

  Fourth, national enterprises must make full use of the strategic opportunities of new energy vehicles to reshape corporate brands and build international brands.

  Fifth, our automobile power is not achieved overnight, including new energy vehicles. As a strategic emerging industry, new energy vehicles are the only way for the automobile industry to go from big to strong. Competition is not only at the starting line. We have won at the starting line now. It will be a "marathon" of "speed, endurance and will" competition, and a protracted war. Our enterprises must stand at a longer-term strategic height to plan the development of their own technology and products, and be ready to accept the challenges of the fully market-oriented era as soon as possible, so as not to win at the starting line and lose at the midfield and the end.

  Sixth, we still recommend that relevant government departments start and study market competition in a timely and early manner. That is, after the government's financial subsidies are withdrawn in the future and we enter the stage of full market competition, what kind of incentive measures can our country build for non-fiscal and tax direct subsidy policies to conduct some systematic research. I would like to report this project to you. We have officially cooperated with the 100 People's Forum and the China Society of Automotive Engineers to launch this project, and we also hope to get your support in terms of wisdom and experience. We judge that in the future, if there is no national financial and tax subsidies, our new energy vehicles can still maintain the current rapid and healthy development by 2021, and what kind of environment is needed. It is also recommended that government departments promptly initiate research on measures under market conditions, and at the same time shift the focus of work from prior access to in-process and post-event supervision to create a fairer competition environment and provide a good foundation for the healthy development of our industry in the future.
